Mr. Spencer conducted on-site assessments of 30 truckstops in a 22-state area for a major oil corporation. Mr. Spencer was retained by CBS as a consultant for Eye to Eye with Connie Chung and appeared in a network television segment covering the Department of Transportation's drug testing policy.

From 1977 to 1989, Mr. Spencer served as a police officer with the Dayton, Ohio, police department. Mr. Spencer worked on an undercover drug task force from 1979 to 1981. From 1986 to 1989, Mr. Spencer was assigned to a uniformed drug task force, focusing on the crack-cocaine problem in west Dayton's residential areas. He was personally responsible for developing strategies used by the unit to curtail street-related drug offenses. The unit was responsible for some of the largest cocaine seizures in the history of the department. Mr. Spencer's expertise in the preparation and execution of over 200 search warrants significantly impacted the community's drug problem. The unit was responsible for more than 2000 felony drug arrests during the three-year period. The task force received the department's Unit Citation Award in 1987 and 1988, for outstanding performance in the area of drug enforcement.

Beginning in 1970, Mr. Spencer served honorably in the United States Marine Corps, where he was promoted meritoriously up through the ranks to Sergeant. During his service, he received numerous merit awards for outstanding achievement and extraordinary contribution to the Marine Corp mission. He was hand selected to represent the Marines as a recruiter and excelled in that capacity until his separation from the military in 1977.
